'Helping or Hovering' is a guidance document to support the effective deployment of Teaching Assistants.

Over the years, improvements have been made in the management of and professional development of support staff. It is an area however, that receives little attention in terms of monitoring and evaluation of impact and value for money.

Teachers have received little training in the effective use of support staff and those in a line management role have often had little training and skills development. This publication aims to assist schools in getting the best from the support staff available to them.
